Who can tell me the difference (if any) among these three sentences:
(or which one is wrong)
- It is time you began being more careful
- It was time you began being more careful
- It was time you begin being more careful

I can't give you any authoritative grammatical answer. But here's what I think.
- It is time you began being more careful
Sounds correct and normal. Es hora de que empieces a tener más cuidado.
- It was time you began being more careful
Also fine, but past tense. Era hora....
- It was time you begin being more careful
Sounds strange and wrong. I wouldn't say it.
You didn't ask about this one, but I'll tell you what I think anyway:
- It is time you begin being more careful.
I wouldn't say it and it sounds odd or even wrong to me, but I can't prove that grammatically. I would say "It's time for you to begin being more careful".

A mí me parece bien.
- It was time you began being more careful
También me parece bien.
- It was time you begin being more careful
no me suena muy bien y como dijo Paul no la diría
En cuenta a - it's time you begin being more careful'
Esta me suena bien. Es una frase que le diría a mi hijo, por ejemplo.

OK la pregunta era porque no entiendo la diferencia entre:
It's time you began
y
It was time you began
En español yo diria
- Es tiempo que empieces
- Era tiempo que empezaras
por eso me confunden un poco

Sí, es raro que usemos el pasado para hablar del presente, pero no es más raro que decir "casi me muero" hablando del pasado....
